Construction started on a short bogie container vehicle in early 1992. Due to lack of funding and an unsure future, work stopped on the vehicle. The vehicle was able to carry one 40' container or two 20' containers.
The vehicle was issued to service in October 1992 as VQSW 1.
By 1994, the vehicle had operated on both broad and standard gauges.
