In about 1985, two groups of service wagons were reclassed to VZWA. Wheel and bogie wagons in the _HR_ class were reclassed and renumbered.
As well, the departmental VOWA wagons were reclassed and renumbered.
The VZWA numbers ex HR were: 1 - 6, 8 - 19, 21 - 34.
Not to be confused with VZWA ex QR/VOWA.
